Windows 2008 R2 - Data Collector Sets Fail to Start

Problem

When attempting to start the Data Collector Set the following system error occurred:

The Data Collector Set or one of its dependencies is already in use

Solution

1. Stop 'NT Kernel Logger'
2. Restart the 'Performance Logs & Alerts' service
