Enable WER full user dump for MonitoringHost.exe

1. Create C:\Dumps folder
2. Enable WER full user dump for MonitoringHost.exe

a.Add the following key for MonitoringHost.exe on the site server.

  HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Windows Error Reporting\LocalDumps\MonitoringHost.exe

b.Add the following registry values under the above key.

  DumpFolder  REG_EXPAND_SZ             C:\Dumps

  DumpCount               REG_DWORD                     10

  DumpType                  REG_DWORD                     2
