SCOM 2012,Unable to install SCOM agent on AIX 6.1

This error points to an issue with /usr/sbin/restbyname there is a number of fixes for this for Aix 6.1 such as

After upgrade bos.rte.install to 6.1.6.20, this issue was fixed.
